OnDrive Setup

Can I setup a folder structure on OnDrive to share files such that different users can access files on designated folders only ?

Alternatively, any cloud solution that can meet this purpose ?

Yes.  You can set access permissions in OneDrive at the folder and file level

Create a folder in OneDrive.  Find the elipse (...) and select the sharing settings.

I have tried but I can't find the option that you mentioned.

I click the "Shared" Button to share the folder by email. However, I have tested that if anyone get the link, he can access the folder. It seems that the permission on OnDrive doesn't check the email address at all.

There are multiple forms/levels of sharing ... You can modify options in the Admin center.

This is a free account, does it make any difference compared with paid one ?

free account don't have such capability.
only office 365 one drive for business have such.

I will suggest to sign up a trial for Office 365 business premium (if you are lower than 300 users)

the business premium support up to 300 users. and when you ready, can you swap the licence to e3 (more costly).

However, there is a licence implication if you purchase annually then you need to deal with Microsoft billing to sort it out.

for trial purpose, you can use either one, but remember, if you don't intend to keep it, use a name that won't reuse

If you don't need or want all of office 365, and only need one drive, You can sign up for onedrive for business as a standalone service.
