How to buy 22 copies of MS Windows 7 Pro to 10 Pro Upgrades?

I have 22 Dell OptiPlex computers that are running Windows 7 Pro (purchased prior to the Win 10 licenses being included).

What's the cheapest way to purchase 22 Win 7 Pro to Win 10 Pro upgrade licenses?

Contact Microsoft Sales support for a volume license for Windows 10. I think that will be the most cost effective way forward.

Define cheap.

You purchase 22 Volume License Upgrades - one time charge, about $180 each.  You MIGHT be able to find a vendor who can discount this as much as 10%, but you'll probably spend a lot of time trying to the point it won't be worth it.

You COULD purchase on a yearly basis Windows 10 Enterprise through a subscription:

Hmm...so I guess what I'm not understanding is why can I purchase a single *FULL* copy of Windows 10 Pro for $150 but a volume-license *UPGRADE* costs $180?

I'm assuing it has something to do with things like software assurance, etc.   In this case, that's not required.   This will be the last OS upgrade that these systems receive.

Is there a reason I can't buy 22 of the cheaper "full versions" and use that license code to do the upgrade?

A volume license allows you to make a master and then put that on all machines.

The single license is probably (I do not know for certain) a replacement for the OEM license on the original machine. You cannot use this license for replicating across machines.

This may seem like a daft question, but if you have a standalone Win10 Pro upgrade disk (or memory stick), can you not simply upgrade all of the Win7 Pro machines ? I thought that the Win7 Pro licenses where automatically valid under Windows 10 Pro, and that no additional purchase was necessary ?

WHERE?  

OEM copies cannot be used to upgrade.  VL copies can only be used to upgrade previously installed Pro editions.  OEM and Retail copies cannot be used for imaging... so if you want to go to each and every machine and reload from scratch, you can... but if you want to save time and setup an image or do an upgrade in-place, then you need the VL copies...
