Unable to Change Signature Block in Outlook 2007

Operating Microsoft Outlook 2007.  The owner of our firm would like to change his existing signature.  Back in December 2017 he had no issues doing so but now he is unable.  Going into Tools - Options - Mail Format - Signatures does not work.  He can get there but once he hits Signature he does not get the pop-up window allowing him to make any changes.  We have also tried the shortcut route from a new email and nothing happens.

Any suggestions on how this can be corrected?

Try repairing Office 2007 from Control Panel, Programs and Features. Click on Office and select Repair.

If that does not work, make a new, test Windows User Profile (Account). Log into the new Windows Account and test again.

Thank you John.  Unfortunately this made no difference.  In fact when I went onto his PC to Programs and Features it gave no option to repair.

Thank you for the update. So then now try the following:  Uninstall Office 2007 completely (there may be more than one Office 2007 item), then restart and install again. Add all Service Packs ( 2 or 3 of them).

I will pass this on to the owner.  I see some major trepidation on his part as he stores all his emails and does not delete anything.  What could have caused this issue knowing that he was able to change it a month ago but now he can't?  Sounds like a simple question, probably not a simple answer.

In a system that is working properly, Office can be reinstalled without deleting anything.  Back up email and documents to be sure.
