All the PHP installs I am aware of limit uploads to much smaller file sizes.  An unmodified install starts at 2 MB.

So if I do shared hosting then I can not modify php.ini file
Would I need dedicated or vps hosting?

Is there a php command to modify upload size limit?

I don't think so.  You might be able to use the 'iniset' command.

to get around file size limits one can just use a file splitter and joiner. WinZip and WinRAR allow you to set a file size.  The internet is pretty stable these days but in the past one would split files into smaller chunks so there was less total size to download if something happened and the connection was lost.

for me; php seems easiest if I set file size limits with php code on my shared hosting plan

wetransfer is also easy but requires me to type my email
