Have you installed AWS Tools for Windows PowerShell ?

Use something like this to import AWS Cmdlet:
Install-Module -Name AWSPowerShell

You need to run PS as administrator.

Yes I installed AWS Tools for Windows PowerShell. I did it for my Dell laptop with no problems managing my AWS resources with Windows PowerShell for AWS.
