script adding /removing 365 users

In office 365 admin center / hybrid
Can i script adding users so that they are all consistent i.e have the modules turned on that i want example exchange. sharepoint but no teams
Can i script removing the license from all disabled users i.e so that the license goes back into the pool for new users

You can, PowerShell allows for all that, but you will need to run some scheduled task or use other means of performing this periodically. I'm sure there are some examples of such script available on the internet, or you can open a Project here on EE and let some of the experts assist you with the script.
