How do I locate a PC with NIC address of 169.254.148.46

I have a PC somewhere on the network that has an IP of 169.254.148.46 that I can't find but, since that is an IP that Microsoft assigns when it can't get a valid IP from the DHCP server I don't know how to find it. I was told I can use Wireshark to find the MAC of the NIC broadcasting but, I can't figure out to set that up. Is there another way to find the PC that has a NIC with that IP address on it?

You can find MAC address by placing some host in the same VLAN in the same IP address range (169.254.x.x 255.255.0.0), ping it and then issue
arp -a

169.254.148.46 is an APIPI address which means it is not connected to the network.  And if it's not connected, you can't ping it.  More info:  https://www.webopedia.com/TERM/A/APIPA.html

It does not necessary mean that device is not connected to network, it may just mean that device did not obtain IP address from DHCP server for any reason.
If two hosts are connected to, for example, unmanaged switch and there is no DHCP server present in subnet, both devices will auto configure NICs with APIPA IP addresses and devices will be able to communicate with each other.
