Least expensive Exchange 2016 purchase options

What are the least expensive options for buying Exchange 2016 that I can purchase and integrate with Office 365?

My test environment has less than 10 users.

This will be used in my lab environment only for testing purposes so I can learn how to fully integrate Office 365 with an on site Exchange server.

Hi,

You can use the evaluation version in order to make test. You have 120 days that you can use Exchange without license.

I never heard of action pack, but after reading it seems like a great option. For $500 per year.  During this time you can figure out an exit plan if this does work.

What do these 10 free tech support calls cover? Do these things cover advanced server support which would usually be what a gold service plan partnership agreement would cover?

I spoke with Action pack Tech support and they said that the 10 tech support calls can be used for any Microsoft product (just like what a Microsoft Gold Partner support agreement can be used for).
