Text message to landline showing up in iMessage

I have a user who has Comcast phone service with a land line number.  Someone sent a text message to that land line number and the text message appeared on his daughters iMessages on her iPad.  Not sure how this could happen.  Can an Apple ID setup or Comcast setup somehow be configured to route message from a landline to iMessage?

On the iPad .. check the feature to enable what numbers are connected to the iCloud account

Because the message was sent to a landline .. it could not be delivered and it may be that the ipad with messages is setup as an alternate for that same account and the text appeared on the device.  If the landline number is not a typical number but a digital account then the sender may not have been aware that the number couldn't accept text messages.  If the sender was on an iphone then the whole Apple iCloud system kicks in and Apple iPhone sender who is sending to a person who has their landline number linked to their iCloud account on the Apple iPad .. it is possible the message appears on the iPad.

That is my understanding of how it COULD happen.  If the sender does not have an iPhone and iCloud account then I'm less sure how it might happen.

User had his landline number linked the iCloud account.  He will change that number, so that messages are not inadvertently sent to the landline number / iPad.  Thanks
