Remote File access through HTTP on Window server

Is it possible to configure the WIndow 2008 / 2012  IIS such that users can upload / download the servers through https ?

Alternatively, any free application that can be installed and support this purpose ?

Generally, transferring files would be done using FTP protocol, rather than HTTP.

IIS supports FTP, "out of the box", it is pretty simple to configure.

For the client end, either a browser like Internet Explorer, or there are numerous free FTP clients. IE is a pretty basic FTP client, but OK for simple stuff, and already on most PCs.
