Why do PDFs get synced first to Office 365/sharepoint?

I noticed that OneDrive syncs PDFs first before any Office 365 docs. Anyone know why? Also it appears that MS throttles data transmission to their servers. We are in the initial phase of copying all our files to office 365 so there are a bazillion files. initially OneDrive syncs very quickly but as it transfers more data the transmission rate goes down until it finally stops and waits, and waits . . .  I checked our bandwidth and it's still within reasonable limits.

Often the decisions are based on the software manufacturers public name. Therefore Adobe is before Microsoft.
