It might be except that PHP normally runs on a web server.  It won't have any access to any other machine.  In particular, you can't use it to read a device from a web page on a remote machine.

Sounds like you need to use Perl or python for this.  Both have extensive plugin libraries for both serial and network I/O and the major problems will have already been dealt with (there are numerous complaints on the web that the ASTM standard is not well adhered to in actual implementations).

But you might do better to just buy something off the shelf that is ready to go.  At $100/hour recharge rate for writing software, plus debugging time, even if a package costs $1000 it is cheap by comparison to making your own solution.
