Site MPLS Router

Can one use Cisco ME 3400EG-2CS-A as branch site router for MPLS Network? Does it provide all the bells and whistles those are needed for the CE Router?

Generally, CE router does not participate in MPLS. Typical scenario is that MPLS is located between PE routers (part of ISP network). In many networks, that I worked, CE device is "basic" L3 switch (some even configured only with default route, and SVI interfaces) and those switches do not participate in MPLS routing in any way, just forwarding traffic.
Depending on your and ISP connection requirements maybe all you need is static route or routing protocol, but maybe you have some special requirements (e.g. traffic encryption).

How about the CoS Settings for QOS?

Any decent L3 switch should be capable for QoS marking and shaping, but general recommendation is to mark traffic as close as possible to traffic source (access switches if possible). Maybe you will need to do remarking if ISP is willing to support QoS. They might use just 2 or 4 QoS categories through MPLS, but ISP should provide you details and should be part of contract with ISP.
