SQL 2017 Licensing - Per core vs Server + CAL
Setup required:
-1 x SQL 2017 standard server
-100 x ATM machines will be accessing the SQL server
I'm currently looking at two licensing models:
-Per core
-Server + CAL
Per core licensing:
If the SQL server has 6 cores, then I will need 3 x SQL 2 core pack licensees.
Server + CAL licensing:
-I will need 1 x SQL Standard server license
-I will need 100 x SQL device CALs or can I go with 1 x SQL user CAL if all the ATMs are the same user?

Usually you go for a core licensing when you don't know the number of users that will connect to your SQL Server instance. Mostly for web solutions.
In this case, as you know they will be 100 ATMs, a CAL licensing should fit you better. You can even increase a little bit this number to accommodate future ATMs.

Can I go with 1 x SQL user CAL if all the ATMs are the same user?
No. CAL is per device and not per user.

Depending on what you do (I assume no reporting, only simple OLTP): 6 cores are in many cases two much for 100 consumers.
