I need the location of where I can download Windows Vista Home Premium 32-bit OS to use to restore a PC I am working on. I know there is a site where I can download the ISO and then burn it.

Microsoft didn't start doing the online distribution stuff until Windows 7, so you're not going to find a Vista ISO on any legit sites. It's findable, but I am not going to recommend anywhere that houses pirated software. You're best bet would be to check on eBay or something of that sort and try to find an old copy for sale.
