In general there is no equivalent to the Windows "empty the Recycle Bin" on linux systems.  When a file is deleted, that space immediately becomes available for use.

In Ubuntu there is a "trash" folder but files do not go there automatically; they must be moved there manually.  Some users alias "rm" to "mv * trash", but this has its own associated problems when a user forgets to empty the trash periodically.
