Access Denied When Cancelling Print Jobs

When I try to cancel print jobs on our print server, it gives me the message Access Denied even though I'm logged in as the admin. The workaround is having to call the person who's print job it is to have them clear it out. I've made sure that my admin user has full rights to C:\Windows\System32\spool\PRINTERS so I'm not sure what else to check. It seems like this happens with all of the shared printers we have installed on this server. We're running Server 2012 R2
