Why Can Only Some Desktop Icons Can Be Pinned To Start

If I right-click on about half of my Win10 desktop icons, I have the Pin To Start option.

What's different with the other half and can I do anything to them to give me the missing option?

With some extra effort it is possible to pin shortcuts to files inside of the start menu.

1. Press Windows Key + R to launch the run dialog.
2. Paste the following into the run dialog: %AppData%\Microsoft\Windows\Start Menu\Programs
3. That brings you to the folder where the start menu folders and icons exist.
4. From there you may add folders and/or shortcuts to files.
5. Once you've finished, press ctrl + shift + escape to launch the task manager.
6. Inside the task manager, find the "Windows Explorer" icon, right click on it, and select the "restart" option.
7. The start menu's All Programs list should have your new items in it.
8. From there you can right click on an item and pin it to the start menu tiles.

Mostly (but not exclusively) files.

You cannot pin files to Start and some  programs (Control Panel) as well.

I am guided by the Pin to Start capability. Files and Folders can be pinned to Quick Access.
