Populate bar graph with data from excel

I have a simple graph on a web page and what I want to know is can I populate the "Actual" value using data pulled from an excel sheet?

how your page should get access to the workbook ?
why not using a CSV or JSON file ?

the excel page is where the user inputs the data and I have a named range that I reference using ADO.

you open the page in your browser, how the browser should be able to get access to that Excel page ?
