What is the best forum software to have sub-forums that are managed by individuals and allows them to add / maintain their own categories?

What is the best forum software to have sub-forums that are managed by individuals and allows them to add / maintain their own categories? Ideally it would allow a user to also be moderator / admin over multiple subforums if need be, but still not able to mess with or access files from ones in which they are not admin/mod.  It would help if there was a lot of community support or plugins for various things, such as uploads/media, and API connectivity.

Any recommendation?

I am actually testing that one out as we speak. Just installed it. I saw in the feature list it might be able to handle what I am after. Appreciate it.

There are not nearly as many extensions as I thought for phpBB3, and most of the ones I am seeing are pretty useless. I am looking into Joomla again, I have not used it in many years, but looking through their list of extensions, there are tons that could be useful

Joomla as a CMS is very good - I use it myself. I have not really used any of the forum modules, but there are quite a few available. There is quite a nice social networking extension, which may fit your needs - JomSocial. It has a variety of extensions available. You can self-host, but there is a cost attached, I believe.

Not knowing exactly what you are looking for makes it quite hard to be more specific.
