Paper port14 or 14.5 and windows 10 not working anymore

paper port 14 stopped working on my computer that has windows 10.  I have tried changing the compatibility it doesn't work.  I ran across the free download to Paprerport 14.5 but that seems to not be able to load also.  It gets stuck asking if I am OK with a reboot after installation but nothing happens.

This is the infamous compatibility mode problem, very well-known in PaperPort circles. Nuance took down TechNote 6629, although the similar TechNote 6330 remains:

However, that's probably not the solution in this case, even though the error message referred you to 6629. The more likely solution is the well-known AppCompatFlags\Layers registry hack, which is described in this Nuance KB Dragon Naturally Speaking entry, and which folks have using been using for PaperPort, too:

In essence, it says to find those keys in HKLM and HKCU, and delete them. But that is a seriously flawed solution, because it will delete entries that belong to programs other than PaperPort, likely causing some grief. So you want to delete only the entries in those keys that belong to PaperPort. This is described in item 3 (Compatibility Mode) in the most up-to-date Nuance KB article on the matter (Answer ID 18359):

It correctly points out that you should delete only the "value on the right with PaprPort.exe" in it — not the whole key!

Once you're through that, I have these other suggestions for you. You say that you "ran across the free download to Paprerport 14.5", but to be sure that you have the right one, read my EE article:

After installing PP14.5, I suggest that you install Patch 1, as explained in another of my EE articles:

It gives me the message "Paperport appears to  be running Windows X P compatibility Mode which may result in errors.  We recommend disabling compatibility mode for the Paperport .exe program,  see technote6629.  

So I disabled compatibility then it gives me the message: Paper port has stopped working A problem caused the program to stop working correctly. Please close the program.

I found several other referencing this problem and it seems like every solution I have seen doesn't work. I finally ran across a mention of 14.5 fixing it. which I saw on this website and a free link to the upgrade but all it did was uninstall paperport.  Though when I try to install paperport 14.5 it says it needs to uninstall paperport 14. and keeps going back to the message regardless of the number of times I click next.

In situations where applications act up (no matter how exactly), it should be always tested with a test user account.
Why - because trying to reproduce with another user will tell you if it's a system wide problem or not. Knowing that, the solution might be quickly found. Please take a test user (if you haven't got a 2nd user account, create one) and start it without compatibility settings with that user.

The approach in the post selected as the Best Solution has a long track record of solving that problem with PaperPort and is worth the lion's share of the points. The idea to test any app with a test user doesn't address this PaperPort-specific issue, but is a valid idea that is worthy as an Assisted Solution with some points.
