Execute command line upon receiving email

Looking for a way to execute command line EXE in windows based on email received in Outlook or other application. The command line need to fetch date from the email, the data will be used to create the command.

The basic idea will be to write a VBA macro that processes a single incoming email, gathers the info you want from the email, and writes that info to a disk file.  Once you have created the VBA procedure, then created a rule with the Rules Manager, and let it run the VBA procedure for incoming email you want to process.
