Latest date in Excel based on percentage

Wanted to get latest date from Column C based on percentage column B.

On the attachment, I wanted to get the latest date but if the percentage is greater than 50% than exclude that date.  Only get the latest date if it's less than 50%.

Try below Array Formula confirmed with Ctrl+Shift+Enter:
=MAX(IF($B$2:$B$15<=50%,$C$2:$C$15))
