Microsoft Access Custom Menu Bar not present on all but the development computer

Page 1 of this screenshot shows the top menu as it should appear and does appear on the machine this Access database was developed on.
Page 2 shows that menu bar missing.

How do I make it so the menu bar appears?

But you're obviously running this in a later version, since I can see the Navigation Pane on the left side.

Does the "other" computer have a full version of Access? Or are you using the Runtime on that machine?
