running dtsx package for sql server 2016 express fails

I am running sql server 2016 express.  I created an import package with the import wizard and saved it to the file system.  I gave it a password of P@ssw0rd to encrypt all data.  I try to run it with the following command line:  dtexec /f c:\work\ntd.dtsx /decrypt P@ssw0rd
but it fails with the following error:
Description: Failed to remove package protection with error 0x80131430 "(null)". This occurs in the CPackage::LoadFromXML method.

2 questions:
   1.  does sql server 2016 express support this?
   2.  can someone explain why this fails?  Running it from the import wizard works fine.

Try the same but this time without the password. Just to check if it's something to do with the password.

I should point out that when I execute this from the import wizard it runs perfectly.  One thing I did notice is that the import wizard uses the Jet database driver, but doesn't appear to save that driver to the dtsx package?

You need to have the Jet DB driver installed in the server where SQL Server is running.

both sql server and access are on my local machine.  the driver must be there somewhere if sql server is using it to import data from the wizard.  why would it not save it to the dtsx file when saved?

dtsx doesn't save drivers but connections. It's up to the user to provide the driver from the machine that's running the dtsx.
