What's showing in the linux system status logs in /var/log?  One of the log files should be indicating why the error occurred.  If not, configure /etc/rsyslog.conf to log all messages with "ftp" in them to ftp.log, restart rsyslog, and try the transfer again.
I think by default root is not allowed to use SFTP, create a new user and give it a password then try again.

Hope this helps.
Are you using SFTP or FTP to connect?  The error indicates you're failing to connect to the SFTP (or SSH) port.  Did you set up FTP correctly?  Did you set up SSH correctly?
trying to connect on a secure port with unsecured connect == the port number for SFTP is different from FTP so if setup Secure FTP and trying to connect via regular ftp port it will not work.
