Problem BCC and Outlook 2013

Good Afternoon Experts.

I'd like some help with the following

We use Office 365 with Outlook 2013 clients

If User 1 send an email to User 2 internally it received
User 2 checks the email and send it on to an external email address and BCC's User 1 into the message
The email is received by the external address but not by User 1
This happens intermittently

How can we check where the problem is, is there a way we can track it or monitor the email

Thanks in Advance

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.
