Wordpress Plugins Not Showing Up In Dashboard

I am trying to create a wordpress plugin.  I have created the folder (see screenshots) and a corresponding .php file within the folder.

When I use the dashboard to look at the installed plugins.  It isn't showing up.

I have tried with a xampp install and also on a cloud server.  Neither one, show the plugin in the wordpress dashboard after creating the folder and php file.  You can see from this screenshot

that I have created the php file within the woodev_shipping_method folder.


Please advise,

Your file has an error in the first line. Properties in the comments section need to be separated with a colon. The Plugin Name line in your file is delimited with a hyphen (-). It should read::

Plugin Name:  WooCommerce for Developers Custom Shipping Method
