This happened to me too.

1. Try another profile

2. Try to perform a system restore to an earlier point. If this will not help...

3. Check if your Windows is up-to-date. If this will not help...

4. Run Powershell as admin:
$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest
- Reboot the computer
If this will not help...

5. Run CMD as admin:
>DISM.exe /Online /Cleanup-image /Scanhealth
>DISM.exe /online /cleanup-image /restorehealth
>sfc /scannow
If this will not help...

6. I suggest you to enter Safe Mode with minimal requirments. Also use Diagnostic startup and then Selective startup with no option selected when booting. (msconfig option...) If the issue disappears, it's a sign that OS, software or drivers are corrupted.

7. If you still have problems:
Go to the Media Creation Link: https://www.microsoft.com/en-us/software-download/windows10
Click on the Download thi tool button choose Open, not Save and run the program. Choose Keep Everything option.

8. You have to reset you PC: Settings -> Update and Security ->Recovery -> Reset this PC -> in my case I had to choose "Remove Everything (Just remove my files)" option, but you can try it with "Keep My Files" first.

Otherwise the best option is to run non-destructive OS repair (point 7)

What's build version of your Windows? (start>>run>>Winver)?. Most of the older build version has this issue. Installing windows updates with latest build (1709 Build 16299.125) resolved almost all the issues including start menu, cortana etc.

The best option when this happens is to run a Windows 10 Repair install and Keep Everything. This was suggested earlier.
