or under Windows(tm) run ora2pg.bat file, located in your perl bin directory. Windows(tm) users may also find a template configuration file in C:\ora2pg

This looks like how you create a template, and then you can just run the template:

ora2pg --project_base /app/migration/ --init_project test_project

If you are having trouble getting ora2pg to work correctly, Database Migration Service from AWS was pretty easy for me to use and I think they have a free tier: https://aws.amazon.com/dms/
