I need help configuring a GPO to make add an entry to IE compatability view settings

I need a GPO on our  Windows Domain that will permanently add Localhost to our IE compatibility View Settings on individual workstations. We are still running on Domain level 2003 but have a 2008r2 and 2012r2 DC running. I need to start out with a stupid question. When I am on a DC and open Group Policy Editor am I setting policy for just that server or the entire domain? I know I probably need to use Group Policy Management. I want to be very careful because Admins before me have set other GPOs and I do not want to over write anything.  I assume I am going to start with Group Policy Management Editor and edit Default Domain Policy / User Configuration / Administrative Templates / Windows Components / internet Explorer / Compatibility View   but I am not sure what to do after that. Any tips would be welcome
