ADWS was introduced  on Server 2008R2. Server 2012 uses the ADAC, Active directory administrative center as the "kissing cousin" of that service. In fact, it is build to use that service in the background. To the best of my knowledge, it uses the DC certificate your DC will automatically get from your internal CA since it does not use web protocols but uses WS-management  and the WCS protocol on TCP 9389. It doesn't use https.
  If you are talking about something different that needs a web cert, you would need to request it from your ca since other certificates from other DCs would not have the machine name in them.
