It created Homegroup on my wife's laptop and my
laptop recognizes it but when I enter password which

Open cmd.exe with Run as Administrator and run:
dism.exe /online /cleanup-image /restorehealth
Restart when this has completed and test again.

I did this and rebooted. Still getting windows unable to join workgroup on this computer
Never had this issue before. My laptop sees the invitation but just cant join. Open for suggestions

Try also a TCP/IP Reset.
Open cmd.exe with Run as Administrator
Then: netsh int ip reset c:\resetlog.txt
Then: ipconfig /flushdns
Restart and test.
If everything fails, try a non-destructive Windows 10 Repair Install and Keep Everything.

In that screen there is an option to run the tool on the existing PC. Let it start and download , then soon after it will ask you what to keep and the default is (a) files and (b) applications, that is, Everything.

I started the RUN a couple windows back. Then I agreed to license.I am in a dark purple screen that says WHAT DO YOU WANT TO DO and my only two options are upgrade this pc now or Create an installation media (usb flash drive DVD or ISO file

There must be some incompatibility of some kind,.
I suggest you consider backing up the computer and then let Windows 10 do a fresh install.
I have run the Repair numerous times so in general the process works.
