How to locate files after restore from Time Machine

I restored macOS 10.13.3 from current Time Machine backup, now some files cannot be located with Finder or Spotlight. Needed files were in UserName I used on daily basis.

I restored because logging into the other username made OS inaccessible - did not respond to any keystroke input.

Assuming they were on TM backup, how can I locate the files?

After you rebuild a MAc from TimeMachine it can take Spotlight 24-48 hours to rebuild the search index in the background.  Files located in another users HOME folder are usually HIDDEN from the current user for reasons of privacy.
If your new user account has ADMINISTRATOR level access try searching using the Terminal
sudo find / -name "*word*" =print

That command will search the entire Hard Disk for any file containing that "word" anywhere in the filename ... so you can establish if the file is there or not
If you dislike the command line .. this EasyFind application does the same thing - http://www.devontechnologies.com/products/freeware.html

You can actually use EasyFind or Terminal to search the TimeMachine volume too .. it will be slow but it will find them.
