icacls problem
the icacls inheritance command does not seem to change subfolders. Does anyone know of a solution?
Without specifying the command you actually ran, based on your description you did not use the /T option that tells icacls to apply the change on all sub items/folders.

I am sorry for the omission and yes I did use the /T option

icacls * \inheritance:e /T
I am uncertain what changes you are trying to apply.
