How to restart LDAP services in Windows Server 2012 R2? Software is getting ldap errors authenticating to a specific DC but works when we direct it to a different DC.

You can't restart the services. It's possible a reboot may resolve the issue but you should probably run a dcdiag to review where you issues are coming from. Often, these issues arise from DNS issue - the DC should point to itself for DNS and if there's a secondary you need to be very sure it's available 100% of the time.
