I hate to be THAT GUY but why is the company still on Windows 2003 and Exchange 2007, which both have been end of life for some time?

2003 and EXCH2007 is very very obsolete, as MidnightOne says. The escape route is freakin easy - look for either O365 og a migration to Exch2013.
Other than that - in regards to ciphers, Ivan's got your back.

Back up the system and exchange DBs now if you haven't already. I highly recommend two different media (e.g. tape, USB/SATA attached disk) for this before proceeding.

Is the Windows 2003 OS itself fully patched? If it's not, patch the OS until there's nothing left to install. Reboots will be necessary.

Next, you'll need to get your hand on Exchange 2007 SP 3; this can be found at https://www.microsoft.com/en-us/download/details.aspx?id=24111 - once that's installed, you should be able to install the update rollups.
