Which of these resources do colleges and universities use to get rid of old IT equipment at end of life? E-waste recyclers (using what recyclers)? IT resale options (using what resellers)? Charities (using what charitable organizations)?

State universities are usually constrained to the disposal policy of their state government.  This may involve bulk public auction, disposal to electronic recycling companies, or individual sales through companies such as Government Liquidation or other online auctions, e.g. the Wisconsin state surplus auction.

As far as private universities go, I would venture that each one has its own, unique policy.

Google, I would think.  Search along the lines of "state name", university, surplus, computers.
