It looks like the source for columns CE and CF is the same as the source for BX and BY. You show 2-digit numbers in both BX and CE, but the numbers are different. Why?

You also show "10" in cell CE1545. That seems to violate the rule that a zero should be before any odd number, so what isn't it "01"?

Good Point is almost the same
Yes because the range comes out of the pair count (
lets say this way
1- first pair count
then
2- is the range  ( range comes fron the pair, example  12 is range 10 ,  23 is  20 range  ect....)

then

3- column CE is the range  as is belongs  from the pair

34 is 30    than 30 is the range  

4- then  CF columns  is the count for each range  ( the count make them be in orden )

not just for the more higher

as we take the  13 rows (  1 set ) then  the we put in the CE and CF  the total  count of range for that set

No rule is broken at this point
because

the set is in order  as the rule  ( column BF)  

from that order we analyze the PAIR AND TRI  
(remember The RANGE count belongs from The TOTAL PAIR COUNT )



other way

column BF  is the source
1-then  we take the higher PAIR  from there (THAT THE PAIR )
2- then also we count the total PAIR
3-from the TOTAL PAIR WE TAKE THE RANGE COUNT

If so then using the actual numbers in CE please explain why each cell caused the count to be increased. What I'm looking for from you is something like

BF1540 does add to the count because...

none one is left out
because we need  THE TOTAL  NOT  ONLY THE HIGHER
