https://practical365.com/exchange-server/monitor-rebuilding-content-indexes-exchange-databases/ has an explanation of how you can rebuild the indexes. This happens in exchange from time to time and the only way to fix it is rebuild the Index. That can be done either by deleting the files or by replicating the index from another database copy.

Is the content index still in a failed state. Exchange can sometimes resolve this issue on its own. run the following cmdlets from the exchange shell.

get-mailboxdatabasecopystatus *

Check to see if the content index is still in a failed state. If it is still failed, follow Adam's instructions in the link he provided.
