How to make iPad mini 2 faster

My iPad mini is slow opening apps and it’s getting frustrating.  When purchased it wasn’t slow rather it was fast.  This iPad mini i think is the second model that came out, its model ME276E/A.  When I googled it it says it’s an iPad min 2 series.

How can I make this device return to be fast?  (Note, from 16gb capacity, it has 3gb available, it’s version IOS 11.2.5, 16 apps, 90 songs, 1 photo)

You cannot :-(

If you're not short on space on the drive .. you're probably suffering from the higher CPU and performance load that the latest versions of iOS consume.

Switching off apps may have a minor effect if they are heavy consumers of data but in most cases background apps go to sleep and use little CPU on iOS devices

There is no much you can do.
This is all mobile devices issue. Companys want to make a profit so they creating new devices using newest components, more memory and fastest processors.
Then, they are releasing new OS that is designed to use this new resources.
Oldest devices (after OS update) has problem to run with same speed since new OS is requiring more resources.
And,,, there is a moment when people getting so frustrating with device they got 3-4 years ago so dey decide to replace them.

Everybody are happy for 2-3 yers then,,,,,,,,,,, same story :)

Best solution is clean install. Then only download apps you really need/use,

Ok, based on the " (after OS update)", can I install a version 9 IOS
(I think that was the version  I bought it in)

Nope .. further bad news .. Apple don't really allow or support back-sliding on iOS .. there's no way to factory reset or revert once you upgrade.
I'm not exaggerating to say it is very, very complex and messy to try and install an old iOS on your iPad .. you're into the realms of serious hacking as there are no official sources of iOS 9 and all the Apple Store apps are now limited to iOS 10+or iOS11 versions.
