IIS Change via command prompt

Webserver: IIS 7

is there a way to apply the below change from command prompt rather than GUI

Change 1
In IIS Manager click
Application Pools,
Default Pool
Actions pane click
"Advanced Settings..."
Process Model section look for the Idle Time-out
set this to 0

Change 2
In IIS Manager click the server name
double-click CGI
Under Behavior
Change the time-out value in the Time-out (01:00:00) property.
Click Apply in the Actions pane.
