I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

O365 was just installed on a citrix app server. Just so that you are aware you must be using Office 2016 Pro from VL media and license it appropriately.  Office 365 click to run is not licensed for multiple user to use.  It is licensed per user and that user can install it on 5 devices.

It was a GPO issue, the setting "User Configuration > Policies > Administrative Templates > Microsoft Office 2016 > Miscellaneous > Block signing into Office > Enabled", was set to "None Allowed" but needs to either be Not Set or set to "Both IDs allowed" . We changed it to Both IDs allowed and we were able to open Office products without error.
