How to modify HEADING 2 Style - I messed it up

How to modify Heading 2 style so that my headings look like this:
10.1
10.2
10.3
Currently my heading 2 looks like heading 1, heading 2, heading 3
Don't know how I messed it up

Is the picture of your table of contents or of the document layout you're trying to work with?

That's the table of contents in the front of the document.

I tried to "define new number format" but I can't find the X.X style.  And I don't know how to create this from scratch.

This is difficult without actually having the document...  It looks like there is auto-formatting being done with the "1" and "2" seeing it as bullets which is what I think you're referring to with the X.X style.

You should be able to go to that section, rename it appropriately and then reapply the style.  If the style itself has been changed you should be able to highlight it, right click and select styles, then select apply style to which the dialog box should appear and select "reapply".

see if this works:
  1. select any paragraph with the Heading 2 paragraph style and remove numbering
  2. find Heading 2 in File tab ―> Styles group, right click on Heading 2 and select Update Heading 2 to match selection
  3. now click in the Paragraph group ―> Multilevel option and click on Heading group
