Add it. Add roles and features. Under features is the various GUI tools. They can be added or removed separate from the roles that they depend on.

I understand that, but those options are not available in the "add roles & features".

What specifically are you seeing? Errors? Already installed? Just "gone?" Are you sure you are looking in the right place? Screenshots?

Nope. "Roles" and "Features" are two different screens. Your screen shot clearly shows that you are still in "Roles"... Click next to get to Features. As my initial response said, group policy management is a feature, not a role.
