Look up user's Windows or Outlook/Office 365 password within Credentials Manager

Is there any way that I as a Windows 10 and domain admin can look up or determine a user's Windows or Outlook/Office 365 password within Credentials Manager while that user is logged onto his or her Windows 10 computer?

In a normal and secured system, no.

Any exploit that allowed you to do so would be considered a critical security flaw and quickly patched.

Agree. The password is encrypted and does not even show in Credential Manager.

same reasoning with windows passwords.. as an admin you can reset the users password to your liking but there is no mechanism to show the current password.  As an office 365 admin you can also set/reset the users password but if they change it you can't get it.
