Azure AD is not synchro(configured like this) with On-Premise AD and also I can not install server On-Premise.<br />

AD Domain Services Premium
Palo Alto VM-Series deployed at Azure Dublin region.

Desirable:

Users from Internet must connect using VPN to Palo Alto, validaded to AD Services but OTP must be sent, by email or phone to users in order to be validated.  I need some help implementing  MFA and OTP.

For On-Premise enviroments I use Swivel but we need everything at Azure.

Ideas?
