How to display seconds in Excel Data Cells?

I have opened a CSV file in excel and there is a column containing Date/Time. The contents of each cell in the column is displayed in the format 16/02/2018  00:00:23 in the formula bar at the top. But what I see the data within the cell, only 16/02/2018 00:00 is displayed i.e. the seconds is missing. Even if I widen the cell, I don't see the last part. Any suggestions to make it appear in the cell?
