Microsoft Office cannot find your license

the first time I open Outlook via Citrix The get the attached message.  When I click OK and reopen it, the message does not return.  It seems to only be happening to me.  No one else has reported it.  I have rebuilt Office 2016 and that did not help

Make sure Windows service Software Protection service is set to automatic not to delay start and did you tried to repair the office 2016.

Can you restart/start the SOFTWARE PROTECTION service in your windows? that service may have stopped and could be causing this issue.
Also as Sekar says, you can set to Automatic(Delayed Start). But I would try to start that service and I believe the error will be gone.

it is set to "delayed start".  I started it, however, I cannot change it to Automatic"

I cannot set it to Automatic, however, that was the problem.  It is working now.
