I've tried several solutions, but my favorite is PDFelement by Wondershare. Excellent OCR engine and allows you to edit PDF documents quite well.

To purchase a subscription for the Genuine Adobe products: Acrobat Pro DC or Acrobat Standard DC.

Both Standard and Pro will give you the ability to edit and write to a PDF, but Pro has more features.

LibreOffice only supports the filling of pre-prepared PDF forms (as does the Free Adobe Reader software available from Adobe) You can also save LibreOffice files in PDF format.

LibreOffice does not offer any functionality to edit and/or write to pre-existing PDF's. An OCR engine is required for that purpose and that requires a commercial (Pro) solution. I know of no free alternatives that are worth their salt.

Acrobat reader has the fill and sign function that allows you to place text boxes throughout a pdf and type into it. You only need a pro version if you want to create an editable form that can be filled. Depends on your needs to determine what product to use.

Do these allow me to save the information I put in the text fields. I have seen software that will allow me to fill out text fields but not to save.
